Contribution of Export Processing Zones on Regional Development in Sri Lanka (A case study in Attanagalla Divisional Secretariat Division)

Abstract

Export Processing Zones (EPZ) was a development strategy introduced with the open economic Policy. Under the Greater Colombo Economic Commission (Amended) Act No. 49 of 1992, Malwatte Export Processing Park (1998) and Wathupitiwala Export Processing Zone (1999) were established in Attanagalla Divisional Secretariat Division to decentralize the investment process of Sri Lanka which was earlier concentrated mainly in the Colombo District.

The objective of the study was to examine the regional development impact of Attanagalla Divisional Secretariat Division after the establishment of the EPZs. The methodology was random sampling; data were collected through questionnaires, interviews and observations.

Development of the Infrastructure, health and education facilities, services, direct and indirect employment opportunities and a change in income, expenditure patterns, increased savings and investments are seen, in addition to the direct investments in the project.  Zones have also resulted in cultural transformations and environmental problems. EPZs in Attanagalle is one of the key economic factors which contribute to the development of a peripheral area in the country.
